Browsertime Android jobs keep getting scheduled too closely to each other

For some reason, the browsertime android jobs keep getting scheduled very closely to each other and I'm not sure why. I believe these get triggered by the backstop on autoland: https://searchfox.org/mozilla-central/source/taskcluster/ci/test/browsertime-mobile.yml#55

This happens quite often and while I can cancel the jobs myself (since there's no point in them running on those commits) it's still causing us to use resources needlessly and it makes us wait longer for try runs to finish (I have one that has been in the queue for 20 hours now).
