Steps to reproduce:

1. Navigate to a web site that sets cookies (e.g. Google.com)
2. Open Developer Tools in a separate window
3. Click the Storage tab
4. Click the arrow beside "Cookies" located in the left pane
5. Clink a link on the web page you navigated to.

Actual results:

I open Developer Tools > Storage after the web page loads. I click the "Cookies" menu in the left-hand pane to reveal all cookies set by the active web page (e.g. Google.com). I can see multiple domains listed under the "Cookies" heading. Clicking any of these domains reveals the cookies set by that domain. This behavior is expected and normal. However, when I navigate to any other web page by clicking a link, the "Cookies" menu collapses. I have to re-click the Cookies menu to drop it down, then re-click the domain of interest to view the cookies that have been set by the domain.

Expected results:

The "Cookies" drop-down should not reset and collapse. It should remain open and simply update according to the cookie domains present. The list of cookies should remain visible and just update.
