In https://github.com/mozilla-mobile/fenix/issues/23046, I have aligned the bump up detekt to 1.19.0 and aligned the detekt.yml configs with AC. Those changes didn't make its way to Focus. So, we should bump Focus' detekt and replace its existing detekt.yml with the upstream AC detekt.yml which is our source of truth.
