1806501 - Improve the life time of the Utility Process for ORB

We can try to start the utility process earlier to avoid the starting time causes the delay of the very first request.

We might also want to tear down the utility process at some point.

Starting the utility process takes roughly 500ms, delaying a load of an opaque cross origin resource with roughly the same amount of time.

As suggested by :smaug we could do this at first idle time.

Did manual verification that the delay for orb validation disappears. We haven't got results from telemetry yet, and for me this only ever reproduced when I was also running the profiler. But it works, and it's quite clean.
