On OpenSUSE LEAP 15.4, my Firefox 102.6 esr refuses to let me connect using http. I need this for localhost connections!
I turned Don’t enable HTTPS-Only Mode on in the Privacy settings

By default if you type http://localhost
and Firefox can't connect, it will then try https://localhost
. If it still can't connect, it will show an error page and the address bar will show https://localhost
. If you don't want the https fallback, you can open about:config and set browser.fixup.fallback-to-https
to false. It's true by default.
Does that help?

I changed my phpmyadmin to https, so I can't test this any longer.
