Purpose

Ability to reload partially loaded images

Details

"Reload Image" context-menu is available on images that are not loaded. However, often images are partially loaded (e.g. in progressive jpeg or interrupted web request) and the context-menu is not available.

Making the context-menu to reload an image available all the time would be beneficial to users.
