aiohttp is a pre-requisite for condprof to run properly. Currently we pin this at 3.5.4:
https://searchfox.org/mozilla-central/source/testing/condprofile/requirements/base.txt#1

If I remove that, windows installs 3.8.3 and it works, but linux fails to build the multi-wheel dict. We have wheels for 3.7.4 on https://pypi.pub.build.mozilla.org/pub/ and these work for all condprof profile generation and tests that we run.

I believe once this lands, it will be the last thing need to get all jobs running green on the new windows builders @azure. No need for python packages.
