Tested this video from the original bug: https://www.youtube.com/watch?v=oj4fIW7cH3Q
Initially, it drops 27 frames out of 64, then it settles down to about 2.5%. It seems to drop fewer to no frames when the video is playing in the background while I am editing this issue text.
I already have to be running linux 6.2-rc1 to support enough DRM ABI for intel-media-driver to work. I'm also using intel-media-driver 22.6.4.
