Looks like in bug 1788032, all the devtools/client modules were moved to sys.mjs, but the consumers were not updated.

It's really rather unfortunate the bot draws a lot of conclusions out of the use of "regressed by".

This isn't worth uplifting, certainly not at this stage of beta.
