From github: https://github.com/mozilla-mobile/fenix/issues/12229.
All other browsers have the new tab option in the three dot menu, having the same option here would help with muscle memory.

It looks like there is an option to open a new tab under three-dot menu already, at least on Nightly. Is there anything else this bug should be covering?

As Walter pointed out, this is already an option on the old menu (and remains to be an option on the menu redesign). On the menu redesign, you can also open a private tab from the menu. Therefore, closing this as WORKSFORME
