The Bugbug bot thinks this bug should belong to the 'Firefox::Address Bar' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Component: Untriaged → Address Bar

I tried to reproduce this issue on our side as well but without success, @Daniel is it possible you have a second Firefox window open where the tab might be opened ?
If not can you please try a fresh new profile and see if the issue still occurs on your end ?
You can find the steps here: https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles?redirectlocale=en-US&redirectslug=Managing-profiles#w_starting-the-profile-manager

Flags: needinfo?(firefox)

Just one window, I checked the processes.
I suspect this might be related to the multi-account containers.
Could it be Firefox is suggesting tab from another container where a tab was previously open (now there is no such tab in any of the containers).

It does not seem to be happening with a clean profile.

Flags: needinfo?(firefox)

I also connected the problem to multi-account container in bug 179488 but we could not reproduce it easily, we could just workaround it for now, like I explained there.
