Starting with taskcluster v47, publishing a release on github triggers a task with the assume:repo:{org}/{repo}:release:published scope instead of assume:repo:{org}/{repo}:release. We knew this would need changes in ci-config, to grant permissions to the new set of scopes.
However there's a further issue where .taskcluster.yml files hardcode the scope name (to pass permissions down from the decision task to downstream tasks). That no longer works, because the decision task can't claim assume:repo:{org}/{repo}:release anymore.
