Mail messages should be retrieved in background, with quick launch

Reproducible: Always

Steps to Reproduce:
1. should be a "mail retrieval" options in preferences;
2. the background mail retrieval should be added to the mail account settings,
so u can choose if for the x account will enable or not automatic mail retrieval;
3. the "check for new messages" check-box in "server settings" should be moved
to the new one ("Mail Retrieval" or something similar); also, the "auto download
new msgs" and "leave mesgs on server should be moved to tghis new section.
