1810734 - Use `browser_specific_settings` instead of `applications` in generated langpacks

It looks like we are generating lanpacks with the applications key in the manifest, see: https://searchfox.org/mozilla-central/rev/5bcbe6ae54ee5b152f6cef29dc5627ec7c0e1f1e/python/mozbuild/mozbuild/action/langpack_manifest.py#457.

This key has been deprecated and it would be good to use browser_specific_settings instead. This bug is about doing that. More information in Bug 1797777 (and also in an email sent to firefox-dev last year).
