[wdspec] Increase timeout multiplier for opt and debug CCOV builds

Details
Currently the timeout multiplier for CCOV Wd jobs are set to 2 which is too less. We should increase the value to probably 4 or 5. This will not fix all the issues that we currently see on bug 1783217 but at least work towards lesser failure reports. Restarting Firefox a lot within a test module will still remain an issue, which is not perfectly covered by this timeout.
As seen on bug 1792021 we cannot do it for all web-platform tests yet. So I'm going to add this bug as a blocker for now.

Sadly the intermittent timeout rate is still high. We cannot extend the multiplier even more because then we run into a task timeout. And I'm not particular interested at the moment to extend that one even. As such lets wait for a reply from Jed on bug 1783217 and close this bug as incomplete for now.
