Change Triage Owner

Molly has ostensibly been point on triaging the PiP component and has much more context on the day-to-day development of that component than I do. She has graciously offered to take on triage ownership!

  • Product - Toolkit
  • Component - Picture-in-Picture
  • Old Owner - :ncibkey (me!)
  • New Owner - :mhowell (cc'd)
No longer depends on: 1810756

Updated.
