Steps to reproduce

1. Start Nightly with a profile (Profile A).
2. Go to about:profiles.
3. Create a new profile for testing (Profile B).
4. Scroll to the bottom. Click Launch profile in new browser for Profile B. A new window with Profile B should be opened.
5. Return to Profile A. Do not close Profile B's window.
6. Click Launch profile in new browser for Profile B again.

Expected result

A new window is opened.

Actual result

No new windows are opened.

Additional notes

Some other workflows are not working, possibly due to the same bug:

1. Click a link from another program to open it in Nightly, when Nighty is the default browser and already opened with default profile.
2. Open a locally saved PDF file if it is set to open with Nightly by default.

I can open a new window by Ctrl-N or from the application menu. I can also open a locally saved PDF from Menu bar > File > Open File. That's why they are all stemmed from the same bug.
