Steps to reproduce:
I have opened bookmark manager ("library") and tried to select multiple bookmark directories using the directory tree on the left side to move them into another directory
Actual results:
Nothing happens, I'm unable to select multiple bookmark directories holding ctrl+arrows or ctrl+mouse
Expected results:
If im able to move bookmark directories in the tree view on the left side I should be able to do so with multiple.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

That is the expected behavior, because the Library is a 2-panes view, the right pane is showing the selection from the left pane, so that selection cannot be ambiguous, with multi-selection we'd not know what to show in the right pane.
You can achieve your task by either:
- select the parent folder in the left pane, then select multiple folders in the right pane, where multi selection is possible
- use the Bookmarks Sidebar, but then you must click on the empty space BEFORE the bookmark itself
We're looking to improve the ui in the future to make multi selection easier.
But there's no plan, for now, to change the selection behavior in the Library window.
