Delete browsing data does not delete data for sites with tab open

Steps to reproduce
- Have a tab open on a website for which you control the server
- Go to
...> Settings > Delete browsing data- Make sure 'Cached images and files is checked'
- Tap 'Delete browsing data'
- Edit the CSS for the site you control in (1) above in some obvious way, without changing the cache-busting parameter
- Reload the page you visited in (1) above
Expected behaviour
Reloaded page should reflect CSS changes.
Cache should be cleared, including for sites with tabs open.
The most likely reason to want to clear the cache is to deal with an issue with a site currently being visited.
If masking currently open tabs from browser data deletion is meant to be a feature, it is poorly implemented, and I think users would prefer not to have it in its current incarnation.

Cache for sites with currently open tabs is not cleared. UX is poor.
