Steps to reproduce:

Click on the new "extensions" (puzzle) toolbar button.

Actual results:

A list of extensions opens.
However, I was unable to reorder the extensions in that list:
The items in that list do not react to drag and drop,
and calling "customize toolbar" does not allow to customize that list.

Expected results:

Before that, the icons of the extensions were located either in the toolbar or in the overflow menu. In both places, I was able to place and order them in the way I wanted with "customize toolbar".

So this is clearly a regression, a loss of already-existing functionality, and needs to be fixed. I want to group my extensions by similar functionality and importance. Ideally, it should also be possible to add separators to that menu, to make the grouping of extensions more explicit and allow to visually locate them faster.

The Bugbug bot thinks this bug should belong to the 'Firefox::Toolbars and Customization' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
