Steps to reproduce

1. Launch Firefox.
2. Perform a search using the address bar.
3. Dismiss the persist search tip by clicking anywhere in the SERP.
4. Click the address bar again.

Expected result

• The address bar drop-down expands without any visible issues.

Actual result

• There is a flicker before the address bar is expanded.

Regression range

• This is not a regression.

Aditional notes
This issue occurs even if the search tip is dismissed by pressing the 'Got it' button.

Verified as fixed on Firefox 111.0b3(build ID: 20230219190218) and Nightly 112.0a1(build ID: 20230220165121) on macOS 12, Windows 10, Ubuntu 22.
