We'll need some sort of pref to control this.
There are existing prefs for this that we use for the existing locales we are using, but they are likely not going to be the complete picture for the new locales.
New locales are likely going to have a new endpoint, which is going to need a pref+Nimbus variable added.

Steps to test:
Basic test and setup
- Ensure you're running any of ES, IT, or FR browser and region. You have two options for this, 1. download those browsers and use a vpn, or 2. instructions on how to do this on an existing build: https://firefox-source-docs.mozilla.org/browser/components/newtab/docs/v2-system-addon/geo_locale.html
- Open about:config
- Add the chosen region to the list in this pref: browser.newtabpage.activity-stream.discoverystream.region-stories-config
- Restart the browser.
- Open a newtab.
Expected: Should see a grid of Pocket stories. They stories may be in the correct language if the curation is completed for those languages, but if not (as it is for me right now), you might see English. That's ok for now.

I have verified this enhancement using the latest Firefox Nightly 114.0a1 (Build ID: 20230423212458) es-ES, IT and FR locales on Windows 10x64, macOS 12.3 and LinuxMint 20.2 by following these steps and I can confirm the following:
- The Pocket stories are successfully displayed on the page, but the content is still displayed in English.
Status: RESOLVED → VERIFIED
