Interesting, it looks like bug 1782797, which I thought was Linux-specific. Does setting layers.gpu-process.enabled to true mitigate the issue? (on Linux it helps a bit for me, but causes stutters on gpu-intensive sites)

It seems to already be set to true for me.
I've also noticed that this issue occurs while scrolling long emails in Gmail.
