1813073 - update prep_repro.sh to work on stale github repo

If the user has on older copy of our github repro, it may be missing the newest branch pushed (requiring a fetch) or may have an existing patch stack that could interfere with setting up a new fast-forward stack. We should add mitigations for these possibilities with guidance on how to resolve.
