Using nov20 commercial trunk
The UI spec (in progress at http://www.mozilla.org/mailnews/specs/filters/#Junk)
states that Junk Mail Controls will be off by default. The mail window toolbar
will show the Junk button by default, and should take user to controls dialog if
not enabled.
Should we hide the Junk Status column by default? I think it may prove alarming
to the new user if they log in and see a column full of icons/unknown junk
status cluttering the thread panel until they know more about the feature. It
may be best to hide the column until they enable junk mail controls... I'm not
sure if we want to automatically turn the column on when controls are enabled or
point them to discovering it through info in the dialog.

I believe the newest decision on this is to have the column on by default since
we decided to go with having junk mail in training mode on by default. Marking
invalid against current spec (revised Jan13, "Toolbar and Thread Pane" section).
