UX has informed us that the fallback order for image types in Jump Back In should be:

  1. Hero image
  2. Screenshot of the site
  3. Favicon

The recent synced tab will correctly use 1 -> 3 after https://github.com/mozilla-mobile/fenix/pull/26195. However, there is currently not a way to use a screenshot of the site. This is further complicated by the fact that a site may not be visited locally since the tab is from a remote source. If a site has been visited, however, we should use the screenshot if available.
