uriloader isn't picking up the download was canceled and attempts to process the
incomplete download rather than deleting it.

Reproducible: Always

Steps to Reproduce:
1. Set browser.download.autoDispatch to true in user.js prefs file
2. Click test URL to start a download
3. Click cancel in the download progress dialog

Actual Results:  
Partial file renamed as if download had finished with no error and then passed
off to StuffIt Expander.  And StuffIt Expander doesn't report an error
decompressing the file which I find equally odd.

Expected Results:  
Partial download should have been deleted

I thought this bug sounded familiar
