Normally, if a list-style-image
fails to load, Firefox will fall back to the default icon. Usually this also works in a saved page (using Save Page As... => Web page, Complete).
However, as noted in the SUMO thread https://support.mozilla.org/questions/1403947 regarding https://wiki.documentfoundation.org/ReleaseNotes/7.5 (as an example), if the rule has a URL starting with a / then Firefox fails to load the image AND fails to fall back to the default icon. (Screenshot attached)
I cannot tell why this case is treated differently than the default.

Hm - what version are you on? I cannot reproduce this on Nightly 110.

I was using release. I can replicate in 110.0b8 (Developer Edition) and 111.0a1 build 20230201094356 (Nightly) as well.
The description of the bug might not be clear: this problem occurs only in the saved page (loaded from file:///). I'm using Save Page As... with the format "Web page, Complete" and then opening the page in a tab.
