This patch copies the alert-window settings from the suite-level to the subtest-level in case there is no summary value available, see here for why this is an issue: https://github.com/mozilla/treeherder/blob/cfb765d7b222b8e6a09e08187c0e98c4fb933135/treeherder/etl/perf.py#L155-L189
