Steps to reproduce:
Right-click on sender email adress (located to right of ´From´)
-> click ´Create Filter From...´
-> Downsize window by dragging bottom edge upwards*
-> ´OK´ and ´Cancel´ buttons disappear.
Actual results:
´OK´ and ´Cancel´ buttons disappeared when my trackpad got stuck and I accidentally downsized filter config window from bottom edge.
Did not first realize what happened, and other users may not resize back.
This can be reproduced (´steps to reproduce´).
Expected results:
Vital ´OK´ and ´Cancel´ buttons should still appear when resizing window from bottom.
Using version 102.7.1 (64-bit) on Mac desktop.

Thanks! Confirming for TB 102.7.1 (64-bit), Win10 as described.
Filter Rules dialog allows radical shrinking without min-heights or overflow handling. Should show a scroll bar at least, or block resizing when min-height is reached, or at least keep buttons always visible.
Bug 1800918 is similar in symptoms, but different issue on Linux.
