What encoding does Chimera use? I would guess UTF-8 is used to render this for some odd reason (corrupted cache). The pound signs that show are encoded as £, the rest in native Latin-1.

Nope. This is most likely corrupted cache. Emptying the cache should do it. The URL on that bug gives me GB18030 with autodetect. This bug doesn't trigger autodetect, at least not with Mozilla.
I can confirm that after clearing the cache the problem disappeared. So, does it still qualify as a bug? A cache bug?
It really should be classified as a cache bug, since this phenomenon is reported quite frequently. But it is not limited to Chimera. I have seen this being reported on all branches.
