Can we avoid landing changes from pre-release versions of mots into the tree?

I landed these in anticipation of the release candidate being picked up by mach. This behaviour is clearly problematic (i.e., that mach picks up release candidates as actual releases) and I will be changing it to behave as expected (i.e., show a warning but not install a pre-release, no matter if it is a release candidate or not.)
