under certain conditions (see below) menus will stay down after you click on the
header (eg, bookmarks).  normal behavior is for the menu to disappear.

Reproducible: Always

Steps to Reproduce:
1.click help menu
2.drag over to tools menu
3.click tools

Actual Results:  
menu stays down

Expected Results:  
menu goes away
