Steps to reproduce:
Windows 11 (22621.1194) and Firefox 109.0.1
After maximizing Firefox, I am not always able to drag the window around using the area between [Open Tabs Down Arrow] and [Title Bar - Minimize Button]. Dragging around using the areas to the left and right of the [Address Bar] works fine every time.
Actual results:
Firefox window isn't always able to move around in the above described area (to the right of all open tabs). The problem area is the [Firefox - Window Arrangement Pop-Out].
Expected results:
I should be able to move the window around in the described problem area every time.

I couldn't manage to reproduce the issue on Windows 11 (Version: 21H2) or on Windows 10 x64.
Could you please try if the issue occurs in safe mode. Here is a link that can help you do that:

I restarted my computer a couple days ago when I reported this bug. Since then, I haven't experienced the problem. Sometimes I get Windows process "explorer.exe" causing issues or not responding which controls everything drawn on the screen regarding open programs. Maybe that's what happened and why Firefox wasn't behaving like it should. I also wasn't able to move the Firefox window around the screen a few days ago when I had it positioned halfway down my screen. Can close this bug if it was just my computer having the problem.
