Steps to reproduce:
Updated Firefox to 109. Most likely from previous stable release, although I haven't been watching this.
Actual results:
The bookmark bar's empty message appeared on top of my existing bookmarks in the bookmark bar. The message is "For quick access, place your bookmarks here on the bookmarks toolbar. Manage bookmarks...".
Expected results:
Bookmarks are already in my bookmark toolbar, so the initial no-bookmarks message should not have been displayed.

Some important information for this one that I just gained:
The issue was be temporarily resolved by adding a new bookmark to the toolbar. I did not leave this bookmark in the toolbar.
When next I opened Firefox, the issue returned.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Unfortunately I could not reproduce your issue.
Could you please try updating from beta and nightly channels to see if the issue persists there as well? You can download older Fx versions from here.

I've had some interesting results. I can switch to 109.b* - the issue persists. The same is true of 110.b*. Switching to 108, causing a profile migration to occur, resolved the issue even after letting that installation upgrade itself. Using the profiles that were created from the downgrade system all resulted in resolution of the issue.
So, my theory that an update caused this may be invalid or impossible to reproduce effectively. Everything otherwise appears to be working correctly with this profile. I've made a backup of it for further testing.
I'd suggest an integrity check or some alternate form of checking for whether the bookmarks-toolbar-empty message should be displayed, but I am entirely unfamiliar with Firefox's source and standards.
