I was not able to reproduce this issue on any of the latest builds available: Nightly 116.0a1, Beta 115.0b6, nor RC 114.1.1.
Closing as Worksforme.
Feel free to file a new bug if you ever encounter this issue, and please mention the devices you are reproducing it and on what website.
Thank you!

Huawei P30, Android 10. Firefox Stable does download. It is NOT resolved. The app does have storage permissions. Many versions, including 116.0a1.

OK. It was Open in Browser addon, enabled from collection, which brings us to a question - how many more years it takes to deliver promised WebExtensions support, though that is another story.
