1816511 - Allow messaging about:welcome users by screen usage

Scope of this bug is to investigate and build capability to message and continuous onboard about:welcome users e.g. if a user dropped off early in multistage onboarding and didn't see Mobile Download screen, we should be able to target and ask user after couple of weeks about downloading Firefox Mobile.

Capturing screen impression can be similar to adding impression for messages via ASRouter

What info do we want to capture in the impressions? Is the use case only concerned about whether they have seen a screen or not, or do we also want to know if they completed about:welcome (this could be a pref as well...) , or the order of the screens, or anything else?

We don't have use case for this feature yet. Initial patch can implement support to add screen impression

I‘ve verified this enhancement using the latest Firefox Nightly 114.0a1 (Build ID: 20230507095340) on Windows 10 x64, macOS 11.7.1, and Ubuntu 22.04 x64.

• After following the testing steps from this Test Plan, I confirm that after evaluating the “screenImpressions” targeting, an object containing the IDs of the screens seen in about:welcome mapped to their most recent respective timestamps of when they were shown is displayed.
