One weirdness is that mozillavpn.v2.mozillavpn (https://github.com/mozilla-mobile/mozilla-vpn-client/blob/6788bb142d6c7596c6b330700a67e1d199540173/taskcluster/ci/config.yml#L25) doesn't match {trust_domain}.v2.{alias} (https://hg.mozilla.org/ci/ci-configuration/file/6ace1386aa661f1e3d8b73028dd86f245e998db9/grants.yml#l820) so we don't get index scopes from the generic trust-domain-scopes grant.

The main issue though is probably that https://hg.mozilla.org/ci/ci-configuration/file/6ace1386aa661f1e3d8b73028dd86f245e998db9/grants.yml#l1824 doesn't include actions.
