1816945 - firefox-android: Fenix unit tests don't run on some PRs

Found in bug 1816715 comment 5. In this PR, Fenix builds and tests should have definitely run but they didn't[2]. This resulted in a green PR although we didn't build Fenix make sure we didn't regress anything.

PRs landed on all branches. I had to revert part 2[1] on all branches too. Unit tests now run whenever we need them.
