Bug 752638 fixed the issue of SVG arrow heads with the "context-stroke" property not being displayed. However, the arrow head always seems to be black, regardless of the line color.
Maybe this wasn't caught because the arrow original test SVG in the above issue was black.

I see an orange arrow head. Are you running this on a nightly?

https://wpt.fyi/results/svg/painting/reftests/paint-context-001.svg?label=experimental&label=master&aligned confirms it is working too. That's the test we actually use and it's not black.
