The Storage Access API's raison d'être is to allow cross-site cookie
access, so this ability ought to be tested. The existing tests don't
actually check cookie access (with 2 exceptions), and are not
cross-site.

Note that these new tests currently fail in Chromium due to
https://crbug.com/1409163. Even once that bug is fixed, these tests
will be flaky due to test_driver.bless (see https://crbug.com/1066891).
