Steps to reproduce:
Install any localized Thunderbird 102 version, e. g. the French version.
In Settings > General > Language & Appearance > Language select and add another GUI language, in my case German. [One can also install the en-US version and add French as another GUI language .... etc]
Go to Help > Troubleshoot mode > Continue in troubleshoot mode
Expected result:
on restart TB should run in troubleshoot mode (aka "safe mode")
Actual result:
TB opens the main window, displays the tab which was active before and "hangs" (not responding and "beachball").
One has to force-quit the application.

Unfortunately, I cannot verify this because I cannot add another language in my installation. I have the en-US version, and when I click on "Set Alternatives ..." in the Language section of Settings/General, the option "Set a language to add ..." is disabled.

Are you using something other than version 102? Attempting to add a langugage fails silently for me on beta - language packs are not available for beta or daily.

Today I tested Thunderbird 112.0b1 and Daily 113.0a1 when I realized that in contrary to my first statement in this bug report it is not necessary to go to Settings > General > Language to provoke the freeze in Troubleshoot Mode. The simple action of opening "Settings" in a tab is sufficient to freeze TB when run in Troubleshoot Mode.
If one closes the "Settings" tab the problem will disappear unless one opens the "Settings" tab again.
So this bug concerns the 102 versions, beta versions and Daily.

I'm not seeing this problem, and I frequently restart Thunderbird with settings in a tab. So I would still suspect an additional factor involved with settings.
Check how many threads are active and how much memory is used.
Side note: settings for me in Firefox adds several hundred MB of memory. But I haven't found that to be the case for Thunderbird.

I've made a dozen tests. It's always the same result: TB hangs in troubleshoot mode.
New profile, create one IMAP account, open Settings in a tab, go to Help > Troubleshoot mode etc...
TB restarts in Troubleshoot mode and freezes.
Maybe it's my relatively "old" macOS version 10.14.6 ?
It's reversible when I close the "Settings" tab.

Yes. First, I added English(CA) as an alternative to English(US) and followed your procedure. On restart in Troubleshoot mode with Settings as a tab TB started normally. Then I added Français as an alternative and repeated the procedure with Français as the alternative. TB restarted OK in Troubleshoot mode (Settings still a tab) but when I checked the language it was the default English(US) and the alternatives were no longer listed. I then restarted in normal mode and TB was using Français. I re-selected English(CA), and restarted OK.
Note 1: In going to Troubleshoot mode I selected the box "Disable all add-ons".
Note 2: After selecting a different language in Settings I restarted by clicking "Apply and restart" in the pop-up next to the language box.

I'd corrected (modified) my "steps to reproduce" in comment #6, so there are no languages to add.
Today I installed the localized French, en-US and German versions of TB 102.10.0-candidates/build1/ and tested each of them in a proper profile with the following steps:
after installation of one of the three before-mentioned localized versions create a new profile, set up an account (POP or IMAP), open the "Settings" tab, go to Help > Troubleshoot Mode, in the dialog box "Thunderbird Troubleshoot Mode" just click on "Continue in Troubleshoot Mode" without checking any box, and wait that TB opens. After a few seconds TB becomes and remains unresponsive and the "beach-ball" is turning ad infinitum.
Each time I have to force-quit TB.
I hope the steps to follow are evident now.

This bug has been reported for Thunderbird version 102.* and later, not for TB 78.x.x.

I can't reproduce that bug following these STR, with TB 102.11.0 (build 20230503190012) on mac OS 10.13.6 & 10.15.7
After clicking "Continue in Troubleshoot Mode", TB open as expected.

In the meantime I've updated from macOS Mojave to Monterey (12.7).
Actually in TB version 115.5.0 I can no longer reproduce the issue described above.
It must have been my macOS 10.14.6 version since a new test with v102 and the correspondent profile didn't reproduce the freeze in troubleshoot mode.

Still running Monterey.
The same issue has reappeared with Thunderbird 138 or earlier.
I also just tested TB 140.0b1 build7 and noticed still the same bug.
