1817884 - reduce win10 tests now that win11 is running

the windows 10 tests we want to keep are:

• gtest
• cppunit
• xpcshell
• mochitest-chrome (widgets + integration stuff)
• mochitest-plain (widgets stuff)

this will exclude:

• marionette
• browser-chrome
• a11y
• devtools
• reftest
• webgl tests
• web-platform-tests
• perf (awsy / talos / browsertime)

for now, I will keep these on win10-64-2004 (not 32 bit and not mingwclang) opt and debug (not asan, ccov)

As time goes on we can revisit user distribution, bugs found, regressions, and determine if we need to add tests or reduce tests.

Once win11 is up and running for a few business days, I will start reducing the win10 tests.
