Nimbus-powered onboarding

With the new onboarding card infrastructure available, we should now tie them to Nimbus Messaging so our product and content design teams can experiment with various adjustments to the first-time onboarding flow.

Specifically, the things that should be powered by Nimbus:

• the presence of particular cards (edit, 2/28: maybe not; stay tuned for more info)
• the order of the cards (edit, 2/28: maybe not; stay tuned for more info)
• the strings on the cards

We are not currently planning on customizing card images or the actions tied to the card buttons. We will outline the available cards, and they can be mixed & matched as described above, but in order to create novel cards, we need to do engineering work & let it ride the trains before it can be part of this Messaging surface.

(Note: Privacy policy card must ALWAYS be present; up to whoever implements this to decide whether that means it's hardcoded at the end, or if it should be experiment-based like the other cards - in which case, we just need to communicate that requirement to anyone using Nimbus to modify the onboarding flow)
