Consolidation of onboarding architecture

(new idea) We have a variety of onboarding-related functionality - first-time onboarding as well as continuing onboarding: the first-time onboarding card flow; CFRs; engagement notifications. It might behoove us to think of an architectural paradigm that allows us to manage all of these things easily, and without them potentially interfering with each other.

This is a half-baked idea currently, but will be left here as a potential "unknown" that might emerge in priority while the new onboarding functions are built.

The meta keyword is there, the bug doesn't depend on other bugs and there is no activity for 12 months.
