Wallpapers v2 cleanup

We need to come up with a final plan for the Wallpapers functionality, recognizing that the wallpapers are likely not going to be updated anytime soon. Matt did an initial investigation on this, here, that can help influence the direction on this task. Additionally, any wallpapers cleanup plans should happen in conjunction with planning the Homescreen Compose refactor (it's possible that, during that refactor, it may be easiest to simply drop support for wallpapers).

The end result of this ticket might just be "we're not going to do anything, and the Homescreen Compose ticket will handle this" which would be fine; we just need to make sure to resolve this at some point.

Moving this wallpaper bug to the Fenix::Homepage component.
