1818906 - Bugbot doesn't know how to handle "dependency changed" emails

When bugbot gets a dependency-changed email, it logs the entire message to the log with an error that it received a non-bugmail email. While it's generally not something the bot needs to react to, it should at least recognize that it's a bugmail and ignore it instead of dumping it into the log as unrecognized.
