When focused with keyboard, the focus ring on login list shows only at the top and not around the element.

I‘ve verified this issue using the latest Firefox Nightly 112.0a1 (Build ID: 20230228085339) on Windows 10 x64, macOS 11.7.1, and Ubuntu 22.04 x64.
- The focused state is visible around the Login list when it is focused using keyboard navigation.
