Overview Description:
	At the bottom of a tree view there is an extra 15pix of empty gray space. While
that is unsightly, the greater problem is that the contents bleed over into that space
when the tree is expanded. Then there is artifacting when the view is scrolled.

Steps to Reproduce:

1) Open the manange bookmarks window or enter chrome://bookmarks/content.

2) Notice the extra gray space on the bottom. Expand the tree view so that scrollbars
are necessary. Keep exapanding until you see an icon and bookmarks drawn in that
space.

3) Scroll up to see the artifacting.


Actual Results:
	If you follow the steps closely you will see: the extra space, the bleed over,
the artifacting.

Expected Results:
	There should be no space at all so the rest of the issues would go away.

Build Date & Platform Bug Found:
	this bug is XP and was reproduced on all platforms with 1999110709 builds.

the extra gray 15 pixels are so that on macos the bottom of the scrollbar is
visible with the growbox.

the tree spills over because of clipping bugs in the tree view. soon there will
be real content here, but not for now. see bug 8266.

yeah i knew about the growbox (that's how i knew if was 15px). So your saying the ugly
gray space is on purpose, and that it is in effect your little 'status bar' (from bug 8266) and
that one day it may contain something useful?
I suggest we resuse the 'task switcher' toolbar from the bottom of the browser window.

what goes there is up to UE. I just wanted to quickly fix it so that mac users
didn't totally hate us ;)
