The SeaMonkey 2.53.16 Beta 1 page links to the release notes page. In the "Downloading" section of these release notes is the following text:
The link points to the nonexistent resource https://www.seamonkey-project.org/releases/2.53.16 but it should instead point to https://www.seamonkey-project.org/releases/2.53.16b1.

Oh, and apart from the above, the source code links at https://www.seamonkey-project.org/releases/2.53.16b1 (Source Code Tarball, Source Localization Tarball, and README) are also all broken. All instances of "2.53.16" in the URLs need to be changed to "2.53.16b1".
